Job Vacancy Announcement for Water Scheme Positions in Lushoto District

The Rural Water and Sanitation Agency (RUWASA) in Lushoto District, on behalf of the Community-Based Water Service Providers (CBWSOs), hereby announces the following job vacancies:

1. Chief Technician (Fundi Mkuu wa Chombo) – 15 positions

a. Applicant Requirements

i. Tanzanian citizen of sound mind.

ii. Education: Possess a Form Four certificate or higher.

iii. Skills: Certified as a Water Technician (Technician) Grade I, II, or III, or a Certified Plumber with a Diploma/Certificate.

iv. Age: Between 18 and 45 years old.

v. Integrity: Must be honest and have no criminal record or imprisonment history.

vi. Willingness to work at any assigned location.

vii. Ability to work independently and supervise assistant technicians and other employees.

viii. Ready to take an oath of integrity upon employment.

b. Duties of the Chief Technician

i. Serve as Secretary under the Community Water Committee.

ii. Act as the main executive/technical overseer of all water scheme activities, including preparing and presenting equipment and materials requirements for minor repairs and maintenance to the Project Supervisor.

iii. Coordinate and supervise all project maintenance activities in case of faults.

iv. Supervise assistant technicians (local FUNDI) in their respective areas.

v. Manage and adhere to the water distribution schedule for customers/citizens as planned.

vi. Coordinate, supervise, and provide professional advice for water service connections to new customers, including form filling, cost/material estimation, and service delivery to customers.

vii. Supervise the cleanliness of water points and other water infrastructure in the operational area.

viii. Participate in budget preparation and management, as well as revenue and expenditure.

ix. Engage in promoting water services, resolving conflicts between customers/citizens and the water scheme.

x. Perform other duties as assigned by the Project Supervisor and higher administrative levels.

2. Accountant (Mhasibu wa Chombo) – 15 positions

a. Applicant Requirements

i. Tanzanian citizen of sound mind.

ii. Education: Possess a Form Four certificate or higher.

iii. Skills: Certified in basic accounting (NTA 3) or higher.

iv. Age: Between 18 and 45 years old.

v. Integrity: Must be honest and have no criminal record or imprisonment history.

vi. Willingness to work at any assigned location.

vii. Ability to work independently and supervise assistant accountants and other employees.

viii. Ready to take an oath of integrity upon employment.

b. Duties of the Accountant

i. Serve as an Accountant under the Community Water Committee.

ii. Act as the main executive/financial supervisor of the water scheme.

iii. Manage and collect water tariffs (Ankara) and various contributions from members/citizens.

iv. Prepare financial reports (income and expenditure) on a weekly, monthly, quarterly, semi-annual, and annual basis, and present them to the Community Water Committee.

v. Maintain financial books, payment receipts, and all supporting documents for revenue, payments, and expenses, including procurement records for the scheme.

vi. Make payments upon approval by the Project Supervisor.

vii. Collaborate with the Project Supervisor to prepare and manage the scheme’s budget.

viii. Engage in promoting water services, resolving conflicts between customers/citizens and the water scheme.

ix. Perform other duties as assigned by the Project Supervisor and higher administrative levels.

Job Terms/Salary

i. This job is on a contractual basis, and the contract may be renewed based on the employee’s performance.

ii. The salary will be based on the water scheme’s collections/sales.
